After 12 years of relentless effort and legal battles, James Howells has officially ended his attempt to excavate a landfill in Newport, Wales, in the hope of recovering a hard drive containing 8,000 BTC (now valued at up to $950 million). Instead of waiting for permission from authorities, Howells has launched a bold new plan: to tokenize the wallet itself.

In 2013, Howells, a British IT engineer, accidentally discarded a hard drive containing the private keys to 8,000 BTC. What seemed like a minor loss back then has now become one of the most staggering "if only" stories in crypto.
Over the years, estimations of the value have soared—from tens of millions to nearly a billion dollars.
A High-Tech Quest That Hit a Dead End
Howells tried everything: AI-powered landfill scans, drone surveys, robotic dogs, and millions in private funding. He even offered to buy the landfill outright. But Newport City Council repeatedly rejected his proposals due to environmental risks and feasibility concerns.
He took the case to court—and lost. In early 2025, the UK court ruled that he had "no realistic prospect of success," effectively closing the legal chapter of his search.
New Strategy: Tokenizing the Lost BTC
Rather than continuing with legal appeals, Howells announced a revolutionary pivot. He's launching Ceiniog Coin (INI)—a token pegged to those 8,000 BTC—at a rate of 1 satoshi per INI token, with a total of 800 billion tokens planned.
Built on the Bitcoin network via OP_RETURN, Ceiniog Coin will integrate with Stacks, Runes, and Ordinals. The token launch is slated for late 2025, aiming to debut at the TOKEN2049 event in Singapore—an announcement Howells sees as a direct challenge to those who blocked his earlier recovery efforts.
"I am done asking permission," he declared.
"You can block the gates. You can pack the courts. But you cannot block the blockchain. Crypto already won."
A Defensive Asset or a Hype Play?
While Ceiniog Coin introduces fresh intrigue, skeptics warn it lacks genuine asset backing. After all, the BTC it's tied to remains inaccessible. Some call it a symbolic move—a way to reclaim value narrative, even if physical recovery isn't possible.
Others see it as a creative experiment: using tokenization to represent legal ownership, even when asset recovery is out of reach.
